Former Area Physician Settles Civil Suit

A doctor who got a Maryland medical license despite his Florida rape conviction has settled a civil lawsuit alleging he molested a female patient in 2013.

Attorney Seth D'Atri of Cumberland said Wednesday his client reached the settlement with William Dando and his former employer, MedExpress Urgent Care of Morgantown, West Virginia.

D'Atri and Dando's attorney say the terms are confidential.

Dando's 1987 rape conviction became widely known last year after he was charged with molesting another female patient at the same Allegany County clinic. He permanently surrendered his Maryland medical license to resolve that case.

The state Board of Physicians has acknowledged it failed to investigate Dando before granting him a license in 1996.

A state law requiring criminal background checks for medical license applicants takes effect July 1.
