Former Allegany County finance director Jerry Frantz giving his “two cents” on the city’s budget problem this week- urging Cumberland officials to look at other cost-saving measures- most notably when it comes to employees health insurance. Frantz, who retired from the county in 2011, said escalating employee health care costs are a major driver of budget expenses. Frantz said the average cost for a family plan per employee for the city averages about $30,000 annually, with the county’s plan costing roughly $20,000 annually. He sees room for significant savings there. Frantz also strongly advised that a property tax hike not be part of the city’s fiscal plans moving forward….
