Four arrested in connection to Tri-Towns Ambulance Embezzlement Scheme

After an extensive investigation by the Allegany County Combined Criminal Investigation Unit (C3I), four individuals who were members of the Tri-Towns Ambulance and Rescue, Inc. have been charged in connection with the embezzlement of funds from the organization. The incident was first reported to the Allegany County Sheriff’s Office in June 2014 when current officers of the organization reported their concerns to law enforcement. The eighteen month long follow-up investigation by C3I included subpoenas of bank records, credit card records, purchasing records, and review of those documents. The records indicate that over $57,000.00 in organization funds could not be accounted for, and had been misappropriated by four different individuals from the same family, who were members of the ambulance service.

In November 2015, the case was presented to the Allegany County Grand Jury, and indictments were issued for Lonzy Robert Clark, Jr., Rhonda Ray Clark, Crystal Lynn Clark, and April Mae Woolard. All are from Westernport.

Lonzy Robert Clark, Jr., 64 years of age, has been charged with Theft Scheme – $10,000.00 to $100,000.00.

Rhonda Ray Clark, 57 years of age, the wife of Lonzy Clark, has been charged with Theft Scheme – $1000.00 to $10,000.00.

Crystal Lynn Clark, 37 years of age, the daughter of Lonzy and Rhonda Clark, has been charged with Theft Scheme – $1000.00 to $10,000.00.

 April Mae Woolard, 34 years of age, the daughter of Lonzy and Rhonda Clark, has been charged with Theft Scheme – $1000.00 to $10,000.00.

All are currently free pending their next court appearance.
