After a month long investigation into allegations of fraud, members of the Allegany County Combined Criminal Investigation Unit arrested 60 year-old Arthur William Siemann of Frostburg after a warrant was issued for his arrest charging him with forgery, tehft, fraud, and possessing/using a false government ID. He has been released on $35,000 bond.
