Vincent Benson from the Allegany County Sheriff’s Office and Det. Nicholas Costello from the Frostburg Police Department, who are both assigned to C3I, which ultimately led to Mr. Winner’s arrest.  Additionally, Twigg recognized the Frostburg Police department for their prompt response to the assault and the care that was provided to the elderly victim.  Twigg commented; “These burglaries and the assault of an elderly woman in our community were truly reprehensible.  Mr. Winner will have a long time to reflect upon these offenses while he is incarcerated in the Department of Corrections.”
