FSU Police Officer Charged In 2009 Sex Case

On Thursday ,05/29/2014, Investigators with the Allegany County Combined Criminal Investigation Unit (C3I) arrested 43 year old Jarrett Devon Warnick, a Frostburg State University Police Officer, after a warrant for his arrest had been issued.

The arrest stems from an investigation into allegations that Warnick engaged in a sexual act with a then 18 year old female freshman student, in a police vehicle, while armed and on-duty, late one evening during the fall semester of 2009. The victim, who graduated this spring, just came forward with the information after observing Warnick on a couple of occasions recently.

After the victim contacted University officials, the C3I Unit was contacted immediately to assist in the investigation. Investigators interviewed the victim to gather details of the incident. Further investigation led to additional evidence being gathered that supported the allegation.

After consultation with the Allegany County State’s Attorney’s Office, C3I Investigators applied for and obtained an arrest warrant charging Warnick with 2nd Degree Sex Offense, Perverted Practice, and 2nd Degree Assault.

Warnick was taken before a District Court Commissioner for an initial appearance. He was released on an unsecured bond of $50,000.00, and is free pending his next court appearance.

In addition, Warnick has been suspended without pay by Frostburg State University per the University’s personnel policies and procedures.

The investigation is continuing. The possibility of additional charges is being considered.
