Governor Larry Hogan on Wednesday said his "top priority" next year will be repealing legislation he dubbed "the road kill bill," saying it would require him to stop building nearly every transportation project in Maryland. In partisan terms, Hogan said he would "fight" the Democratic-controlled General Assembly and introduce emergency repeal legislation in January. The Republican governor already vetoed the transportation bill this spring. The General Assembly immediately overrode the veto. Advocates for the legislation say it is advisory and does not force the cancellation of transportation projects. They say it requires the Hogan administration to publicly score and rank the projects, then provide an explanation if he wants to deviate from the ranking. Hogan said anyone who believes that is "ignorant of the facts” and he spent much of his press conference naming specific projects- county by county- that will not happen unless the bill is repealed…
