The governor's budget secretary is recommending that Governor Martin O'Malley hold off signing any more bills that will cost the state money until the latest budget is balanced. Maryland Budget Secretary Eloise Foster said next year's spending plan still leaves the state $70 million short despite more than $500 million in cuts. Gov O'Malley said Friday that he will call a special session to revisit the state budget, but he has yet to take any action.
