Maryland Governor Larry Hogan is holding firm in not fully funding the Geographic Cost of Education Index, saying no other governor has fully funded it in his first term, and that he has increased educational funding by over $100 million from a year ago. Hogan wants the GCEI money to be applied to outstanding pension obligations.
