Hogan Points to City Hall for Blame in Baltimore Violence

Violent crime shows no sign of slowing in Baltimore as a 13-year-old boy was shot and killed on Wednesday night in Baltimore. Police say the child was among three people killed and four injured in shootings on Halloween.
