The inmate who was found hanging in his cell early on Friday morning, 03/10/2017, has died as a result of his injuries, and is being identified as 27 year old Vincent Paul Marion, of Paw Paw, West Virginia. Marion was arrested on Possession of CDS with Intent to Distribute charges on 03/04/2017, and had been incarcerated at the Allegany County Detention Center since that time.
On 03/10/2017, at approximately 3:30AM, Deputies with the Allegany County Sheriff's Office responded to the Detention Center for a report of an inmate who was found hanging in his cell. An investigation was initiated into the incident at that time. The Allegany County Combined Criminal Investigation Unit (C3I) was contacted and Investigators responded to assist in the investigation.
Investigators learned that Marion was being housed in a cell by himself. The cell door was locked, as are all the cell doors throughout the night. All cells are checked every half hour through the night by Detention Center staff.
Marion was checked at 3:00 AM and was actually found to be awake at that time. At 3:21 AM, when the next check was made, he was found hanging from a clothing hook, which is approximately five feet off the floor, with a bed sheet wrapped around his neck.
Correctional Officers immediately lowered him and began CPR. Detention Center nurses also responded to assist while awaiting the arrival of EMT's with the Cresaptown VFD ambulance, who then took over emergency treatment.
Marion was transported to the Western Maryland Regional Medical Center in critical condition, and passed away just after midnight on Tuesday, 03/14/2017.
Investigators reviewed surveillance video of the area where Marion was housed. Video confirmed that no one else entered or left Marion's cell during the time frame of the incident. Video also confirmed the times when staff checked his cell throughout the night. As part of the investigation, Investigators also searched Marion's cell. At that time they located several hand written notes from Marion to family members indicating his intent.
No foul play is suspected.
