Cumberland Police broke up a disturbance in the area of East First Street and Grand Avenue late Saturday afternoon. After being called several times, officers were able to corral some witnesses who were trying to leave the scene. Eventually, a 15 year old girl was arrested and charged with disorderly conduct and obstructing. She was released to the custody of a guardian.
