Kelly Replacement Named To Parole Commission

Maryland Governor Larry Hogan has named a replacement for former Allegany County Delegate Kevin Kelly on the state parole commission.

John Cluster will fill out the balance of the term, which is up for reappointment in 2021.

Kelly resigned from the post after a little over a year, saying the constant travel, expenses for which was unreimbrused, and some health issues, specifically sleep apnea, led to his decision to step down in April.  Insiders told WCBC News that Kelly was basically forced out after making inappropriate comments to staff members.

John Cluster was a sitting delegate, and the Baltimore County Republican Central Committee has nominated his son, Joe, to replace him.  

Joe Cluster is currently serving as Executive Director of the Maryland Republican Party.
