The Kirwan Commission, which was set up three years ago to design policy reforms on education and recommend ways to pay for the reforms, will hold a public hearing next week on its recommendations. Governor Larry Hogan has insisted that he will not raise taxes to pay for the funding plan the group has recommended. Hogan told WBAL his opposition to a tax increase to pay for new education programs shouldn’t be interpreted as his being against investing in education….
