A bill that would create a microbrewery/restaurant license in Allegany County is among those to be signed this week by Governor Larry Hogan. The bills passed both the House and Senate unanimously during this year’s session of the Maryland General Assembly.  The bills started as part of an effort to help redevelop the Footer Dye Works building at Canal Place, but would apply to any microbrewery interested in locating in Allegany County. Michael Joy, a Washington-based developer, is leading the proposed redevelopment project. Joy and Gary Brooks, owner of the Frederick-based Barley & Hops Grill and Microbrewery, want to open a restaurant on the first floor of the Footer building if the project becomes a reality. The plan is to have Brooks open an eatery and microbrewery on the first floor of the four-story building. Gary Brooks talked with WCBC News about his vision for a brew/pub at Canal Place…
