Many Questioning Kelly’s Re-districting Vote

Delegate Kevin Kelly joined most fellow democrats in Annapolis last week in voting in support of Governor Martin O’Malley’s congressional re-districting plan- even though it drastically alters the make-up of Kelly’s home district. Under the plan, the sixth district of western Maryland now includes a large portion of Montgomery County. While voting party-line is the norm in politics, it has not been the  norm for Delegate Kelly.  Kelly, who many view as a so-called “democrat in name only”, has routinely embraced more traditional, conservative positions on most issues over the years – and openly supported former republican governor Robert Ehrlich in each of the last two gubanatorial elections. As a result of a falling out with station ownership, Kelly  no longer comments to WCBC News and was not available for comment on this story. WCBC News did talk to Bill Duvall, chairman of the Allegany County Democratic Central Committee, for his take on the delegates vote. Duvall said he never discussed the issue with Kelly, but can only surmise that it was strictly a party-line vote.
