Maynard Answers NBCI Safety Questions

Maryland Department of  Public Safety and Correctional Services Secretary Gary Maynard has responded to the Allegany County Delegation regarding recent incidents of violence against officers at the North Branch Correctional Institution. Maynard has ordered his senior staff, including Deputy Secretary Mike Stouffer and outgoing regional executive director Jon Galley to work with AFSCME Representative Jeff Grabenstein to assess the situation with the union. The secretary states in the letter  that the negligence that led to the stabbing of correctional officer Herbert Hilliard on August 5th is inexcusable and although state personnel laws do not permit releasing specific details, he assured the delegation that the action taken was (quote)  “severe and appropriate” . In response to a union concern that the facility was not locked down in response to threats against Hilliard and another officer, Maynard noted that more than 300 threats are received each year and to lock down after each would cause additional problems The Secretary concludes that, in the future, all officers will be made aware of threats made to personnel, and has issued a policy clarification to assure that happens
