McKay Says Blame Lies Elsewhere in NBCI Issues

In the wake of demands from ASFSCME  that changes at the top be made at the North Branch Correctional Institution following a rash of inmate on officer violence at the Cresaptown facility- two personnel moves have been announced in a four day period. On Friday it was announced that  longtime director at North Branch Jon Galley will be retiring November 1st- and on Monday, just an hour before a town hall meeting to discuss the issue-  the Maryland Department of Public Safety and Correctional Services (DPSCS) announced the removal and reassignment of Keith Arnold,  Chief of Security at North Branch.  According to several officers in attendance at Monday’s meeting,  Arnold’s punishment is nothing more than a slap on the wrist. Apparently the transfer is to the neighboring Western Correctional Institution, and the demotion is relatively minor.  The investigation is continuing and the Department expects to announce additional disciplinary action.  The meeting, held at Allegany College of Maryland, lasted nearly two hours as dozens of AFSCME members voiced criticisms and concerns- with many of the stronger charges aimed at Secretary Gary Maynard.  Allegany County Commissioner Mike Mckay was among those in attendance. He tells WCBC News that he doesn’t feels the blame lies with Maynard.
