MSP: Washington County Fatal Accident May Have Been Hit & Run

As Maryland State Police continue to investigate a crash that claimed the life of a 58 year old man, citizens are urged to contact CRASH Team investigators with relevant information to solve what is now believed to be a possible hit and run fatal.

The deceased victim is identified as Russell Junior Francis, 59, of Hancock, Maryland.  Francis was the sole occupant of the 1998 black Subaru Legacy involved in the crash. He was pronounced deceased at the scene.

On Friday, November 4, 2016 at approximately 2:30 p.m., troopers from the Hagerstown Barrack responded to the scene of what initially appeared to be a single vehicle crash.  The ongoing investigation and information received from witnesses indicates a second vehicle may have been involved.

Police believe both the Legacy and a tractor trailer were traveling eastbound on I-70 in the area of mile marker 11, in the right lane in Big Pool. The investigation reveals the tractor trailer, traveling behind the Subaru, moved into the left lane. Then the Subaru attempted to move into the left lane.  Police believe the rear of the Subaru struck the front of the tractor trailer, which resulted in the Subaru spinning across the lane, into the median and subsequently rolling over.

Troopers found the 1998 black Subaru Legacy overturned and off of the roadway on eastbound I-70 in Big Pool.  Anyone with information regarding this crash is asked to contact the Hagerstown Barrack at 301-766-3800.  Callers may remain anonymous.
