Recently retired downtown Cumberland Manager Ed Mullaney was presented Thursday with the William Donald Schaefer Helping People Award by Comptroller Peter Franchot for his work in revitalizing the downtown area for more than two decades. Established in 2012 to honor the legacy of public service left by former governor and comptroller Schaefer, the award is presented in each of Maryland’s 23 counties and Baltimore City to individuals and organizations with an unwavering commitment to helping people.
