The Herald Mail Reports John Wayne Orem, the Republican nominee for Berkeley County sheriff in the November general election, was charged with heroin possession Tuesday after apparently overdosing twice in as many days, according to court records. Orem, 47, was arraigned on one count of possession of a controlled substance by Berkeley County Magistrate Harry L. Snow, records said. Orem, who was released from custody after posting bail for a $5,000 bond, said he would release a "clear and concise" statement of what happened later today.
"It's nowhere, nowhere close to what it seems like," Orem said.
Orem was found unresponsive on the bathroom floor of his Inwood, W.Va., home Tuesday morning, according to a complaint filed by West Virginia State Police Trooper M.D. Gillmore.
An EMS official told Gillmore that Orem had been administered Narcan, a drug that reverses the effects of narcotics, on Tuesday morning and also at about 11 p.m. Monday, both at the residence.
Gillmore said a cotton ball in a metal spoon, which was found in a bathroom cabinet, field-tested positive for heroin, records said.
The spoon appeared to have a white substance on it and burn marks on the bottom, records said.
Gillmore said he recovered a plastic bag from the toilet that appeared similar to bags commonly used to contain narcotics and a loose shoelace from the bathroom countertop, records said.
Gillmore said he and Trooper M.C. Morgan were dispatched to Orem's residence at 9:03 a.m. Tuesday to assist medics, but they were not contacted Monday night, according to records.
Gillmore said Orem refused to voluntarily provide a blood sample to police when being arrested at about 9:30 a.m.
