Two fatal fires in Cumberland in the last two months both occurred in homes without functioning smoke alarms. While a property or homeowner is ultimately responsible for having those units in place- landlords are also required to make certain that smoke detectors are located at each habitable level of the home. Jeffery Hutter is the longtime president of the Area Landlords Association of Cumberland (ALOC).
