On March 11, 2020, members of the Garrett County Narcotics Task Force and the Maryland State Police, Criminal Enforcement Division conducted a joint crime suppression initiative in Garrett County.
Earlier in the week, Detectives from the Task Force testified before the Grand Jury for Garrett County. The cases presented were the result of investigations conducted by the Task Force into the distribution of methamphetamine and other drugs over the last seven months. The following indictments were handed down and have been served:
Dayrle Lee Lambert, 56, Oakland, Maryland
● 1 Count – Distribution of methamphetamine
● 1 Count – Possession w/ intent to distribute methamphetamine
● 1 Count – Conspiracy to distribute methamphetamine
● 1 Count – Conspiracy to possess with intent to distribute methamphetamine
● 1 Count – Possession – not marijuana
Being held without bond after appearing for arraignment in the Circuit Court.
Shelby Ovilene Fultz, 55, Oakland, Maryland
● 3 Counts – Distribution of methamphetamine
● 3 Counts – Possession w/ intent to distribute methamphetamine
● 1 Count – Conspiracy to distribute methamphetamine
● 1 Count – Conspiracy to possess with intent to distribute methamphetamine
● 3 Counts– Possession – not marijuana
Being held without bond after appearing in the Circuit Court for arraignment.
Timothy Joe Beachy, 54, Grantsville, Maryland
● 3 Counts – Distribution of methamphetamine
● 3 Counts – Possession w/ intent to distribute methamphetamine
● 3 Count – Possession – not marijuana
Being held without bond after appearing in the Circuit Court for arraignment.
Allen Scott Sweitzer, 37, Oakland, Maryland
● 1 Count – Possession w/ intent to distribute methamphetamine
● 1 Count – Conspiracy to distribute methamphetamine

Being held without bond after appearing in the Circuit Court arraignment.
Emiley Yvonne Capel, 24, Friendsville, Maryland
● 1 Count – Distribution of methamphetamine

Devin Wayne Guthrie, 30, Oakland, Maryland
● 1 Count – Distribution of buprenorphine
● 1 Count – Possession w/ intent to distribute buprenorphine
● 1 Count – Possession – not marijuana
Being held without bond after appearing for arraignment in the Circuit Court.
Dewayne Allen Schrock, 52, Oakland, Maryland

Being held in default of $25,000 bond after appearing for arraignment in the Circuit Court.
Deven Richard Brown, 36, Oakland, Maryland
● 1 Counts – Distribution of hydrocodone
1 Count – Distribution amphetamine
● 2 Counts – Possession w/ intent to distribute not marijuana
● 2 Count – Possession – not marijuana
Being held without bond after appearing for arraignment in the Circuit Court.
David Lee Kitzmiller II, 23, Oakland, Maryland
● 1 Count – Distribution of methamphetamine
● 1 Count – Possession w/ intent to distribute methamphetamine
● 1 Count – Possession – not marijuana
Being held in default of $25,000 bond after appearing for arraignment in the Circuit Court.
The Maryland State Police Criminal Enforcement Division, consisting of Western Region Drug Investigators, Gang Enforcement Unit, Gun Enforcement Unit and the Maryland State Apprehension Team, served the above listed warrants after locating the individuals throughout the county.
Simultaneously, four search and seizure warrants were executed by numerous SWAT teams. The search warrants, which stemmed from cases investigated by Task Force members, were conducted at the following locations:
100 block of Spring Lane Oakland, Maryland (Maryland State Police S.T.A.T.E.)
500 block of Main Street Deer Park, Maryland (Maryland State Police S.T.A.T.E.)
400 block of Edgewood Drive Deer Park, Maryland (Garrett County Sheriff’s Office S.R.T.)
200 block of Spring Lane Oakland, Maryland (Cumberland Police Department C.E.R.T)
As a result of the search warrants, the following people were arrested:
Steven Wade Hauser, 59, Oakland, Maryland
● 1 Count – Maintaining Common Nuisance
Released on a $5,000 unsecured personal bond after an initial appearance before the District Court Commissioner.
Larry Gay Wilson, 57, Oakland, Maryland
● 1 Count – Maintaining Common Nuisance
Released on a $5,000 unsecured personal bond after an initial appearance before the District Court Commissioner.
Crystal Dawn Noland, 50, Oakland, Maryland
● 1 Count – Possession w/ intent to distribute methamphetamine
● 1 Count – Possession – not marijuana
● 1 Count – Possession of a firearm during a drug trafficking crime
Release on a $20,000 unsecured personal bond after an initial appearance before the District Court Commissioner.
Jonathan Wesley Burns, 29, Oakland, Maryland
● 1 Count – Possession – not marijuana
Released on his own recognizance by the District Court Commissioner.
Miranda Rae Bageant, 32, Oakland, Maryland
● 1 Count – Possession – not marijuana
Release on a $2,500 unsecured personal bond after an initial appearance before the District Court Commissioner.
Thomas Seth Marple, 28, Oakland, Maryland
● 1 Count – Possession – not marijuana
Released on his own recognizance by the District Court Commissioner.
Cheryl Ann Minnick, 41, Oakland, Maryland
● Arrested on outstanding warrants held by the Garrett County Sheriff’s Office and Oakland City Police.
Anthony Ford Frazee, 37, Friendsville, Maryland
● 1 Count – Possession w/ intent to distribute not marijuana
● 1 Count – Possession – not marijuana
Was released on an unsecured personal bond of $5,000.
Ingrid Alishia Parks, 50, Oakland, Maryland
● 1 Count – Possession w/ intent to distribute marijuana
● 1 Count – Possession – marijuana
Was released on an unsecured personal bond of $10,000.
