PA Woman Arrested on Crack Cocaine Possession

On Thursday, November 29th, 2018 a Cumberland Police Officer stopped a vehicle on Queen City Drive for an equipment violation.  The officer made contact with driver of the vehicle who was identified as Mitchell Custer.  Custer was made aware of the infraction and later found to be operating his vehicle without a driver’s license.  A K-9 officer assisted with the stop and a scan of the vehicle was performed which resulted in a positive alert for the presence of CDS.  A search of the vehicle was subsequently conducted and officers located a quantity of suspected crack cocaine and drug paraphernalia in a bag in the next to rear passenger; Amanda Kay Shaffer.  Shaffer was placed under arrest and charged with possession of crack cocaine and CDS paraphernalia.  She was later taken before the District Court Commissioner and was released on her own personal recognizance pending trial.  Custer was issued 3 traffic citations and released.
