30 years ago today the area suffered a tragic loss when Frostburg State student Stephanie Roper was brutally murdered. Today Stephanie’s parents- Roberta and Vince Roper will be recognized by the Maryland General Assembly for their efforts to help crime victims. On April 3, 1982 Stephanie was raped, beaten and tortured before being murdered- however since that horrible day- the Ropers have turned their tragedy into a healing opportunity by helping other victims. The Maryland Crime Victims' Resource Center assists victims of crime and helps to change laws to protect the rights of crime victims. Roberta Roper says that thirty years ago crime victims had no rights in the criminal justice process other than to serve as witnesses if they survived the crime.
