UPDATED: Two Prince George’s County Men Arrested In High Bedford Street Shooting

On Saturday afternoon, 01/21/2017, at 3:26 PM, the Cumberland Police responded to a reported shooting in the 500 block of High Bedford Street. When Officers arrived they found five victims who reported that they had just been robbed at gun point by two suspects. During the robbery, one of the victims had been shot in the leg by one of the suspects. The victim was transported to the Western Maryland Regional Medical Center by a Cumberland Fire Department ambulance for treatment of his injuries.

Officers obtained descriptions of the two suspects. A search of the area was conducted with the assistance of the Allegany County Sheriff's Office and the Maryland State Police. Two subjects matching the descriptions of the suspects were located in the vicinity of the 600 block of Frederick Street and, based on positive witness identification, were placed under arrest.

A search of the area where the suspects were arrested resulted in the recovery of a handgun and clothing matching that worn by the suspects.

The Allegany County Combined Criminal Investigation Unit (C3I) was contacted and requested to assist in the investigation. As part of the investigation, C3I Investigators interviewed the victims and witnesses. A search warrant was also executed at a private residence on Spring Street in Cumberland, where additional items of evidence were recovered.

As a result, Investigators charged 18 year old Marcellus Vincent Hall and 19 year old Damon Marlo Proctor, Jr., both of Prince Georges County, Maryland, with Attempted Murder, Armed Robbery, 1st Degree Assault, Theft, Conspiracy to Commit Robbery, Conspiracy to Commit Murder, and related charges.

Both are currently awaiting an initial appearance before a District Court Commissioner.

The investigation is continuing.
