Warrant/CDS Arrest
On May 11, 2016 at approximately 2:30 PM the Cumberland Police Department received a tip that a wanted person was in the area behind a business in the 300 block of Virginia Avenue. Officers checked the area and located the subject, Keith Elliot Jones, and placed him under arrest after learning he had three active warrants for his arrest. A search incident to arrest resulted in locating several items of Controlled Paraphernalia. Jones had an active arrest warrant in Allegany County, MD for two charges of Theft Less Than $100. The second warrant was for two charges of 2nd Degree Assault. The third warrant was from Baltimore City for Violation of Probation. A female subject who was with Jones, Natasha Carbaugh, was also found to be in possession of Controlled Paraphernalia.
Jones was taken before a District Court Commissioner where he was held on $15,000 for the assault warrant. He was released on his personal recognizance on the theft warrant and also released on his personal recognizance for the controlled paraphernalia charge. The warrant from Baltimore City is being used as a detainer pending disposition from Baltimore City. Carbaugh was arrested and taken before a District Court Commissioner where she was released on her personal recognizance.

Warrant/Driving While Suspended
On May 11, 2016 at approximately 8:40 PM the Cumberland Police conducted a traffic stop on a vehicle in the area of Knox Street at Henderson Avenue. The license status of the driver, Charles Allen Layton, Jr., was checked and it was discovered his license was suspended. It was also learned Layton had an active warrant for his arrest from Allegany County, MD for failure to appear in Circuit Court. Layton was arrested for the warrant and taken to the Allegany County Detention Center to await his next appearance in Circuit Court.
