On Tuesday December 3, 2013, at 6:00 am, Cumberland City Police Officers responded to a private residence at the 500 block of North Mechanic Street in reference to an assault. Investigation into this matter revealed that Anita Hawkins, age 22 of Cumberland, assaulted the victim by kicking him. Officers observed visible injury to the victim and placed Hawkins under arrest. Hawkins was transported to the Cumberland City Police Department where she was processed, served and taken to the Allegany County District Court Commissioners Office for a bond hearing. Hawkins was released on her personal recognizance pending trial at the Allegany County District Court. The victim did not require medical attention.

On Tuesday December 3, 2013, Cumberland City Police served a Criminal Summons on Levi Metzner, age 19 of Cumberland. On November 22, 2013, the proprietor of a business on Market Street came to the Cumberland Police Station to report that approximately $5,100.00 dollars of merchandise was taken from his business. As a result of the officer’s investigation it was revealed that Metzner allegedly entered the premises after the close of business hours and took numerous items on several occasions between the dates of November 19th and November 23, 2013. The majority of the stolen items were recovered. Metzner was served and released pending trial at the Allegany County District Court.

On Monday December 2, 2013, Cumberland City Police served criminal summonses on two individuals as a result of a Hit and Run incident that occurred on November 13, 2013. Officers were dispatched to a residence at the 700 block of Maryland Avenue where contact was made with the victims in this matter. Investigation revealed that the victims were walking in an alley behind Maryland Avenue when one of the individuals was allegedly struck in the shoulder by the passenger side rear view mirror of a pickup truck. After striking the victim, the truck sped up, spun out where the second victim was struck in the hip area by the rear bumper of the truck. The two occupants of the vehicle then fled the area. As a result of the investigation, Robert Deter III, age 34 was identified as the driver and Alicia Royer, age 25 as the passenger. After being served, Deter and Royer were released pending trial at the Allegany County District Court. Both victims were treated for their injuries at the Western Maryland Regional Center.

Failure of vehicle driver involved in accident to give insurance information, Reckless driving, Negligent driving.

POSSESSION OF MARIHUANA
On Monday December 2, 2013, at 9:05 pm, Cumberland City Police Officers responded to a residence on Memorial Avenue for a reported Disturbance. When contact was made with the individuals involved, an officer observed Richard Welsh, age 44, pick up a marihuana smoking device and attempt to conceal it. Welsh was asked to produce the item and upon doing so it was a identified by officers as a marihuana smoking device containing suspected marihuana. Welsh was criminally cited and released pending trial at the Allegany County District Court.
