Crack cocaine seized during arrest

On Tuesday, May 06, 2014 at approximately 2:30 p.m., the Cumberland Police Department responded to Park Street at Baltimore Street in reference to a fight in progress.  Upon the officers arrival no immediate problems were observed.  Officers then began checking the area and observed a male subject on Queen City Pavement yelling at other pedestrians in the area.  Officer's contacted this subject who was identified as Michael Wayne Harper Jr.  Harper continued acting in a disorderly manner by yelling and screaming.  Harper continued his actions and failed to comply with officer's orders to calm down.  Harper was arrested and during a search of his person a glass smoking device which contained marijuana residue was located in his pocket.  Harper was transported to Police Headquarters for processing.  Harper was taken to District Court for his initial appearance and was released on his personal recognizance by a District Court Commissioner.

Michael Wayne Harper Jr – age 22 – Cumberland, MD

Charges:

Disorderly conduct, failure to obey a lawful order, disturbing the peace and possession of drug paraphernalia.

On Tuesday, May 06, 2014 at approximately 4:30 p.m., officers responded to a residence located on Altamont Terrace in reference to a disturbance.  Upon the officers arrival officers were granted permission to enter the residence.  Once inside officers observed a female identified as Regina Mooreland carrying a bent metal spoon which was burnt on the bottom, also near Mooreland was a razor blade which had crack cocaine residue on it and several smoking devices.  Mooreland was arrested for the possession of crack cocaine and drug paraphernalia.  Mooreland was transported to Police Headquarters for processing and was later taken to District Court for her initial appearance.  Mooreland was released on her personal recognizance by a District Court Commissioner.

Regina Renee Mooreland – age 42 – Clearville, PA

Charges:

Possession of crack cocaine and possession of drug paraphernalia.

 

Obstructing and hindering____________________Tuesday, May 06, 2014

On Tuesday, May 06, 2014 at approximately 9:48 a.m., a Cumberland Police Officer stopped a vehicle which was traveling on Bedford Street after observing an equipment violation on the vehicle.  The officer made contact with the female operator who was eventually identified as Ann Marie Edwards.  Originally Edwards provided the officer with a different name.  Edwards was very upset and acting very nervous which made the officer believe that Edwards may be hiding something.  A probable cause search of the vehicle was conducted which led to the officer finding an identification card for Edwards.  Edwards then admitted that she gave the officer a false name.  A check of Edwards' driving status revealed that she is currently revoked.  Edwards was placed under arrest and transported to Police Headquarters for processing.  Edwards was taken to District Court for her initial appearance and was released on her personal recognizance by a District Court Commissioner.

Ann Marie Edwards – age 31 – Westernport, MD

Charges:

Driving on a revoked license and obstructing and hindering.
