On Wednesday, the Cumberland Police Department arrested Leonard Lewis Livengood for possessing drug paraphernalia. Officers were handling a disturbance complaint at a residence located in the 500 block of Valley Street when they observed a device which is commonly used to inhale a controlled dangerous substance. Livengood admitted that the device was his. Livengood was then issued a criminal citation charging him with possession of drug paraphernalia. Livengood was released pending further action through District Court at a later date.

Leonard Lewis Livengood – age 24 – Cumberland, MD
Charges:
Criminal citation charging him with possession of drug paraphernalia.
