On Monday, July 27, 2015 the Cumberland Police Department served an arrest warrant on Lacy Lynn Barbour, age 28, Cumberland, MD.  The warrant stems from a reported child neglect which was report to the Cumberland Police Department on July 14, 2015.  On that date an officer made contact with the complaint who is a supervisor of a summer school located at South Penn Elementary School.  The complainant advised the officer that a four year old male was dropped off at the school this morning with dried dog feces in his hair, on his face and clothing.  The complainant also advised that the mother, Barbour has also failed to pick up the child at closing time of the school.  The complainant stated that this has happened frequently with Barbour arriving very late to pick up her child.  Child Protective Services was contacted and informed about the condition of the child.  Charges were applied for against Barbour which resulted in the warrant being issued.  Barbour was served with the warrant and taken to District Court for her initial appearance.  Barbour was held at the Allegany County Detention Center on $5,000.00.

 

Charges:

 

Two counts of neglect of a minor and one count of reckless endangerment.

 

 

Arrest Warrant Served

 

On Monday, July 27, 2015 the Cumberland Police Department served an arrest warrant on Joseph Adam Haines, age 24, Cumberland, MD.  The warrant stems from a reported robbery / breaking and entering complaint which was reported to the Cumberland Police Department on July 23, 2015.  On that date an officer responded to a residence located in the 100 block of Independence Street to meet with the victim.  Upon arrival the victim stated that she was in her bedroom with her 11 year old son when Haines kicked open her front door, came upstairs and forced open her bedroom door.  The victim stated that she grabbed her cell phone and ran downstairs to get away from Haines.  The victim stated that when she made it downstairs she observed a second subject in her house.  The victim stated that Haines then grabbed her by her throat and ordered the second individual to grab her cell phone.  Haines and the second unknown subject fled the area prior to officer’s arrival on the scene.  Charges were applied for against Haines at District Court which resulted in the warrant being issued.  Haines was served with the warrant and taken to District Court for his initial appearance.  Haines was held at the Allegany County Detention Center on $10,000.00.  Charges against the second subject are pending.

First degree, Third degree, and Fourth burglary, second degree assault, malicious destruction of property, theft less than $1,000.00.
