On January 16, 2014 at 8:00 P.M., Officers from the Cumberland City Police Department responded to the 400 block of Arch St for a subject passed out in a running vehicle.  When officers arrived they contacted the complainant who explained that the vehicle had been parked along the road for approximately an hour.  The complainant further advised she had attempted to contact the female driver but couldn’t get a response. Officers attempted to contact the female, and after a few attempts officers were able to get the female to respond.  She was then identified as Danielle Newcomb.  Officers ensured that Newcomb was not having a medical emergency, and began to investigate the reason Newcomb was passed out in the vehicle.   At the completion of the investigation officers determined that Newcomb was under the Influence of a controlled substance.  Officers also found in Newcomb’s possession a pipe which contained suspected marijuana residue.  Newcomb was arrested and transported the Cumberland City Police Department.  Once at PH, Newcomb was charged with Driving Under the Influence of a Controlled Substance and Possession of Drug Paraphernalia.  She was later released pending trial in District Court.
