CDS Arrests

On January 1, 2014 at approximately 3:32 p.m., an officer on patrol stopped a vehicle for a traffic violation on I-68 westbound.  The officer contacted the driver and two additional occupants inside the vehicle.   The front seat passenger was identified as, Cassandra Lynn Kesner and the rear seat passenger was identified as, Dillon Shawn Cleaver.  The officer noted that all three subjects appeared to be nervous and shaking.  At this time a K-9 officer was summonsed and responded to the scene and conducted an exterior scan of the vehicle.  The K-9 made a positive alert for the presence of drugs as a result of the scan.  During a probable cause search of the vehicle officers located numerous hypodermic syringes inside the vehicle.  They also located two burnt spoons with a white residue that later tested positive for morphine.   Mr. Cleaver later admitted to officers that the syringes and spoons belonged to him.  Mrs. Kesner later admitted to the officers that one single syringe belonged to her.   Kesner and Cleaver were both arrested and transported to the Cumberland City Police Department for processing.  Kesner was later released from the station on a criminal citation.  Cleaver was taken to the Allegany County District Court Commissioners Office for his initial appearance.  Cleaver was held in the Allegany County Detention Center on $4,000 bond.

Charge: Possession of drug paraphernalia

 

Arrested: Dillon Shawn Cleaver                                          Age: 19 of Romney, West Virginia

Charges: Possession of drug paraphernalia and Possession of CDS not marijuana.
