On 11/22/2015, Cumberland City Police officers arrested a Cumberland man on three outstanding arrest warrants for failure to appear related charges.  The warrants were issued after Adam Lee Shipway, 37, of Cumberland allegedly failed to appear for trial in mid November 2015 for trials relating to charges of disturbing the peace, failing to obey the order of a police officer and possession of CDS paraphernalia.  Shipway was arrested and processed for the three warrants. 

While processing Shipway at Cumberland Police Headquarters, officers learned that there were additional outstanding warrants in West Virginia as well.  Shipway was taken to the Allegany County District Court for a bond hearing and held on $2000.00 bond.  The West Virginia warrants were held as detainers until Shipway can be extradited to West Virginia.

 

 WARRANT ARREST

    On 11/22/2015, Cumberland City Police officers arrested a Cumberland woman on an outstanding bench warrant for violation of probation related charges.  Tracey Dawn Harris-Self, 26, of Cumberland was placed under arrest and transported to Cumberland Police Headquarters for processing.  Harris-Self was charged with the following:

Failing to Follow Conditions of Probation

Harris – Self was taken to the Allegany County District Court for a bond hearing and subsequently held at the Allegany County Detention Center on a $500.00 bond. 

 

DISORDERLY CONDUCT/CDS ARREST

    On 11/22/2015 during the early evening hours, Cumberland City Police officers were dispatched to a Greene Street business in reference to a patron who was allegedly shoplifting and creating a disturbance.  Officers arrived in the area and located suspect Jason Lynn Winfield, 33, of Cumberland still on the property.  Officers conducted an investigation and found that Winfield had been inside the business and concealed merchandise under his clothing.  Employees observed the theft occurring and confronted Winfield.  Winfield then began to cause and disturbance within the store disrupting normal business.  As a result of this investigation Winfield was placed under arrest.  During a search of Winfield’s person, officers located CDS paraphernalia on his person.  Winfield was transported to Cumberland Police Headquarters where he was charged with the following:

Theft Less than $100.00 – 1 count

Disorderly Conduct – 1 count

Possession of CDS Paraphernalia – 1 count

Winfield was processed for the above listed charges and released pending trial at the Allegany County District Court.
