Police Log – 12/16/14

On Monday, December 15, 2014 at approximately 9:45 a.m., the Cumberland Police Department responded to Sheetz located on Virginia Avenue in reference to a reported theft.  Upon the officers arrival contact was made with a store employee who advised that she observed a male subject take two items from the store and attempt to leave without paying for the items.  The suspect, Dalton Thomas Franklin was contacted and he stated that he did take the items and left the store without paying.  Franklin was placed under arrest and transported to Police Headquarters for processing.  Franklin was then issued a criminal citation charging him with theft and released pending further action at District Court at a later date.

Arrested:

Dalton Thomas Franklin – age 20 – Romney, WV.

Charges:

Theft.

Breaking and Entering_______________________________________________

On Monday, December 15, 2014 the Cumberland Police Department served a criminal summons on Scott Randolph Heward.  The summons stems from a breaking entering which took place at a business located in the 100 block of N. Centre Street on November 4, 2014.  On that date a suspect entered the business unlawfully and stole numerous items.  The investigation developed a suspect identified as Scott Randolph Heward.  Charges were applied for against Heward through District Court which resulted in the summons being issued.  Heward was served the summons and is pending further action at District Court at a later date.

Heward was arrested on a separate Arrest Warrant for an unrelated case which was investigated by the C3I Unit.

Arrested:

Scott Randolph Heward – age 23 – Cumberland, MD

Charges:

Burglary second degree, two counts of burglary fourth degree, malicious destruction of property, and theft.

 

Bench Warrant / Concealed Weapon Arrest_____________________________

On Monday, December 15, 2014 the Cumberland Police Department arrested William Harvey Adkins 3rd on a bench warrant for failing to appear for court.  A search of Adkins revealed that he had “brass knuckles” in his front pants pocket.  Adkins was transported to Police Headquarters to be served with the warrant and for the additional charge of carrying the “brass knuckles”.  Adkins was taken to District Court for his initial appearance and was released on his personal recognizance by a District Court Commissioner.

Arrested:

William Harvey Adkins 3rd – age 26 – Clearville, PA

Charges:

Bench warrant for failure to appear, carrying a deadly weapon.
