On 02/24/2014 Cumberland City Police officers served an arrest warrant on Ryan Carson O’Toole Sr., 37, of Cumberland.  The charges originated from an incident which allegedly occurred at a restaurant located on Queen City Drive on 02/07/2014.  A private citizen filed a report and alleged that O’Toole was spitting on their vehicle and attempting to spit on passengers in the vehicle as they waited in the drive through.  O’Toole was also allegedly pounding on the vehicle, assaulting passengers, and causing a disturbance by cursing at the passengers.  The victim in this case filed for charges at District Court and as a result, an arrest warrant was issued and O’Toole was charged with the following:

Assault 2nd Degree – 3 counts.

Disorderly Conduct – 1 count.

Disturbing the Peace – 1 count.

O’Toole was processed at Cumberland Police Headquarters and then taken to the Allegany County District Court for a bond hearing.  O’Toole was held on a $5000.00 bond and was subsequently remanded to the Allegany County Detention Center to await a bond review.

 

WARRANT  ARREST

    On 02/24/2014 Cumberland City Police officers served two arrest warrants on Lillian E. Holder, 46, of Frostburg.  The first warrant served was the result of an investigation conducted by the Cumberland Police, in which Holder rented a vehicle from a local business and then failed to return the vehicle after the required time period as required by an agreement.  As a result of this investigation Holder was charged with the following:

Vehicle/Rented: Failure to return – 1 count

 

    The second warrant served was the result of a local business complaint in which an application for charges was filed by the business owner at District Court.  The application for charges was filed after Holder allegedly uttered a check to the business on an account with insufficient funds.  As a result of this application, Holder was charged with the following:

Bad Check/Uttering Less than $100.00

Holder was processed for both warrants at Cumberland Police Headquarters and then taken to the Allegany County District Court for a bond hearing.  Holder was released on her own recognizance on all charges pending trial at District Court.

 

DOMESTIC ASSAULT

On 02/25/2014 during the early morning hours, Cumberland City Police officers responded to a Chestnut Street address in reference to a reported Domestic Assault.  Upon arrival to the scene officers contacted both parties involved and an investigation was initiated.  Officers interviewed the victim in this case who alleged that Michael N. Shindledecker, 33, had punched them in the face with his fist during an argument over a cell phone charger.    Officers observed injuries to the victim that were consistent with the alleged assault, and as a result Michael N. Shindledecker was placed under arrest and transported to Cumberland Police Headquarters for processing.  Shindledecker was charged with the following:

Assault 2nd Degree – 1 count.

Shindledecker was processed and then transported to the Allegany County District Court for a bond hearing.  Shindledecker was released on his personal recognizance pending trial at District Court.
