While on patrol on Industrial Blvd. an officer observed a vehicle being operated at an apparent high rate of speed for the max speed limit allowed. The vehicle was paced traveling 37 MPH in a posted 30 MPH zone. The vehicle was stopped and the operator Paul Ellis was contacted. While talking with Ellis the officer observed him acting in a nervous manner. Ellis was asked to exit his vehicle and did so. At this time he advised the officer that he had a pipe in his pocket. He then removed the smoking device from his pocket and handed it to the officer. The officer observed the pipe to have marijuana residue in it. Ellis was placed under arrest at this time and searched incident to arrest. While searching Ellis the officer located another smoking device with burnt cocaine residue in it. Ellis was transported to PH where he was processed and issued a Criminal Citation.
Paul Harland Ellis Age: 35 Keyser, WV.
Charge: Possession of CDS Paraphernalia
Ellis was issued a Criminal Citation at PH and released pending trail in District Court.
