Officers responded to the intersection of Bishop Walsh and Seton Dr. for a report of a M/V crash. Upon their arrival they contacted the operators of both vehicles who were identified as Philip Heatwole and Shelia Mathews. Investigation revealed that that the vehicle being driven by Heatwole was stopped at the stop sign on Bishop Walsh Rd.. Heatwole then pulled into the intersection of Seton Dr. into the path of the vehicle being operated by Mathews on Seton Dr. Mathews was unable to stop or avoid the collision with the vehicle being operated by Heatwole creating a “T-Bone” collision with the vehicles. Mathews was taken to the WMRMC by CFD ambulance for treatment of minor injuries. Heatwole was issued a citation for starting from a stopped position when unsafe and released. Both vehicles had extensive damage and had to be towed from the scene.

Skidmore was held in the ACDC without Bond.
Christopher Lee Kaylor Age: 24 W. First St., City
Charges: Disturbing the peace, Disturbing the peace loud noise
Kaylor was taken for a Bond Hearing and released on his personal recognizance.

On December 29, 2011 at approximately 2:30 a.m., the Cumberland City Police Department responded to an E. Offutt Street residence in reference to a domestic assault. Upon the officers arrival contact was made with a female victim who advised the officer that she was assaulted by her live-in boyfriend, David Alan Smith. The officer observed minor injuries to the victim which did not require medical treatment. The victim advised the officer that Smith left the residence prior to the officer’s arrival in a vehicle. Smith was located on Industrial Boulevard at which time a traffic stop was conducted. Smith was then placed under arrest for driving while impaired by alcohol and second degree assault. Smith was taken to police headquarters for processing. Smith was then taken to District Court for his initial appearance and was released on his personal recognizance.

Second Degree Assault, Driving while impaired and under the influence of alcohol.
On December 29, 2011 at approximately 7:35 p.m., the Cumberland City Police Department responded to a reported disturbance. During the investigation a subject was contacted and identified as, Sean Patrick Layton. Layton was checked for weapons related to the reported disturbance at which time the officer noticed a clear baggie hanging out of Layton’s pocket. When asked what was in the baggie Layton advised the officer that the baggie contained marijuana. Layton was then placed under arrest and transported to Police Headquarters for processing. Layton was then transported to District Court for his initial appearance at which time he was released on his personal recognizance.
