Garrett County Commissioner James Raley among the many local officials, union, law enforcement and education representatives in attendance at a Tuesday morning press conference to focus on a movement to “Stop the Shift”.
“The Shift” refers to Maryland Governor Martin O’Malley’s plan to shift fifty percent of the cost of teachers pensions to local governments in the next fiscal year. Press conferences in opposition were held around the state Tuesday.
