Schaefer Award Presented to Local Couple

More than two years after his death, former Maryland Governor William Donald Schaefer's legacy lives on in the form of an award honoring those who give to others. Comptroller Peter Franchot created the William Donald Schaefer Helping People Award last year as a way to honor the importance of public service, something that was exemplified throughout Schaefer's life. Each county and jurisdiction is recognized, and the award in Allegany County this year went to Joyce and Charles Smith, Foster Parents for Allegany County Department of Social Services.  Franchot was in attendance at Thursday afternoon’s presentation during the Allegany County Commissioners public meeting. He said said their dedication to improving the quality of life of children in the area truly embodies Schaefer's spirit, providing a home for often times troubled and neglected kids. Richard Paulman is the director of the Department of Social Services and has known the Smith’s his entire career.
