On October 01, 2014, C3I Narcotics Unit received a complaint from the Board of Education for Allegany County, Maryland concerning two small children ages 4 and 5 arriving at school smelling of "raw" marihuana. As a result of the information an investigation was conducted resulting in authoring and obtaining a Search and Seizure Warrant for the children's parents residence. The Search and Seizure Warrant was signed by the Honorable W. Timothy Finan, Judge of the Circuit Court for Allegany County, Maryland. The target of the investigation was Donald Cosner and Amanda Perry (parents of the children). The target address was 262 Main Street, Westernport, Allegany County, Maryland 21562.
On October 02, 2014, at approximately 2037 hours, Members of the C3I Narcotics Unit and uniform officers with the Allegany County Sheriff's Office executed the Search and Seizure Warrant at the address known at 262 Main Street, Westernport, MD 21562. Entry was made without forced entry. The scene was secured without incident. As a result of a complete and thorough search of the residence to include exterior of the property a total of 668.6 grams of marihuana was seized along with one "live" mature marihuana plant that was close to harvest that would have yielded an additional pound of marihuana. Numerous hypo-dermic needles werelocated and seized which contained residue of suspected heroin. Both suspects admitted to being "recovering" heroin addicts. Both the 4 YOA and 5 YOA child along with another 7 YOA child was present at the time of entry. The parents Donald Cosner and girlfriend Amanda Perry were arrested and charged. Child Protective Services (CPS) was contacted and later responded to the scene. CPS made disposition with all three children.

Both subjects were charged with the following:
Possession with Intent to Distribute Marihuana/ Manufacturing Marihuana/ Conspiracy to Distribute Marihuana/ Possession of Marihuana/ and Possession of CDS Paraphernalia
Both were later transported to District Court awaiting their initial appearance.
