Martinsburg, WV. – On June 18, 2013 the Mountain State Fugitive Task Force utilizing members from the United States Marshals Service and the West Virginia State Police, were able to locate and arrest Robert Connolly a wanted registered sex offender in Martinsburg, West Virginia.
Robert Connolly 63, of Martinsburg was on probation from the state of Florida for a conviction of Lewd or Lascivious acts with a minor. Connolly was being supervised by the West Virginia State Department of Parole and Probation. Connolly had violated his conditions of release and Florida issued a warrant for his arrest.
The Mountain State Fugitive Task Force was able to determine that Connolly was staying at an apartment on West Martin Street in Martinsburg, West Virginia. In the early morning hours of June 18, 2013, U.S. Marshals and West Virginia State Troopers located Connolly operating his vehicle on College Street and took Connolly into custody without incident.
The Mountain State Fugitive Task Force (MSFTF) is comprised of three offices and covers the Northern portion of West Virginia. The Martinsburg Office of MSFTF is a team of the following Federal, State and Local agencies: West Virginia State Police, Martinsburg City Police Department, Shepherdstown Police Department, Berkeley, Jefferson, Mineral, and Morgan County Sheriff’s Offices and the U.S. Marshals Service.
The primary mission of the U.S. Marshals led task forces is to locate and capture fugitives charged with violent crimes, drug crimes, sex offenders and other violent felony offenses.

On Monday, 05/07/2012, at approximately 1:30 PM, the Allegany County Sheriff’s Office responded to the report of a missing 15 year old female juvenile from the George’s Creek area. When Deputies arrived they learned that the juvenile had been seen leaving the area with a male subject in a cab during the early morning hours. Due to the suspicious nature of the juvenile’s disappearance, the assistance of the Allegany County Combined Criminal Investigation Unit (C3I) was requested. The investigation into the circumstances surrounding the juvenile’s disappearance revealed that the victim had first met the suspect on Facebook and then began communicating with him via the internet and by telephone. Investigators learned that the suspect and victim had made arrangements for him to travel to Allegany County and meet with the victim. Investigators began researching the suspect’s history and learned that the suspect was using a fictitious name and Facebook account, stating that he was a 20 year old male from Tennessee. They learned his real identity and learned that he was actually a 36 year old registered sex offender who had just recently been released from prison in August 2010 and was living in a halfway house in Arkansas. Investigators learned that the suspect and victim had checked into the Hampton Inn in Frostburg. Officers and Investigators responded to the Hampton Inn and located the victim. An interview of the victim was conducted with the assistance of Child Protective services, and it was learned that the suspect and victim had engaged in sexual contact while at the motel. The suspect was not located at that time. An arrest warrant was obtained for the suspect, and all area law enforcement was notified. An intense search for the suspect which lasted most of the night, involving the Allegany County Sheriff’s Office, the Frostburg Police, and the Maryland State Police, was initiated, but he was not located at that time. Investigators obtained a search warrant for the room the suspect and victim stayed in. The room was processed by an Evidence Collection Technician with the Maryland State Police Forensic Sciences Division, and evidence related to the crime was collected. The FBI also assisted in the investigation. On Tuesday morning, 05/08/2012, the suspect, after spending the night in the woods, surrendered himself to authorities. He was taken into custody without incident. As a result, 36 year old Todd Edward Sparks, of North Little Rock, Arkansas, is being charged with five (5) counts of 3rd Degree Sex Offense, five (5) counts of 4th Degree Sex Offense, and Perverted Practice. He was taken before a District Court Commissioner for an initial appearance, and is currently being held on $350,000.00 bond pending his next court appearance. The investigation is continuing by C3I.
