Shaffer Speaks on Freedom of Speech to Delegation

After being gaveled to silence by the Allegany County Commissioners last week for using several expletives during a public meeting- county employee Kevin Shaffer continued his effort on the issue of freedom of speech when he addressed the District One Delegation Monday night at Allegany College of Maryland.  Shaffer, who was placed on administrative leave Friday by the county for his remarks, was the first of a dozen speakers during the delegation’s annual pre-session public meeting. Shaffer said that while he asked the delegation for an attorney general’s opinion on the issue- they were only able to secure an advisory opinion.  Shaffer said by not allowing certain words to be used, the officials are starting down a slippery slope.
