On November 18, 2019 the Allegany County Sheriff’s Office executed a search and seizure warrant at an address located at Burton Park Drive Frostburg, Maryland. The search warrant was the result of an investigation concerning the use and sales of controlled dangerous substances to include heroin, fentanyl, and methamphetamines. The residence was secured utilizing the Cumberland Police CERT team, and a search was completed of the residence. While deputies conducted the search, a nearby resident was contacted and it was determined that a wanted subject was hiding inside the house. The resident consented to allow deputies to enter the residence and were able to locate 31-year-old Jamal James Jennings of Frostburg who was attempting to hide inside the residence. Jennings was taken into custody in relating to an active arrest warrant for CDS Possession with Intent to Distribute. Jennings was held at the Allegany County Detention Center to await a bond hearing.

While conducting the search and seizure warrant, 33-year-old Brandon Paul Barnard from Frostburg was located inside the residence. Mr. Barnard was currently wanted on an active arrest warrant for Failure to Appear and was taken into custody. Barnard was transported to the Allegany County Detention Center to await a bond hearing.  

Numerous items relating to CDS were located and seized at the Burton Park Drive residence. As a result, 30-year-old Tasheena Lee Barnard of Frostburg and 32-year-old Ashley Nicole Winner of Frostburg were arrested and charged with several counts of Possession of CDS: Other.

Throughout the initial investigation 37-year-old William Winner of Frostburg was arrested along with 53-year-old Mathew Scott Murray of Frostburg. Both subjects were charged with CDS related charges.

Assisting with the execution of the search warrant was the Cumberland Police, Cumberland CERT Team, and C3I. This operation was supported by the Opioid Operational Command Center (OOCC).
