Federal education officials say some Maryland “Race to the Top” programs were delayed by hiring troubles in the first year of the initiative, but the state is “well-positioned” for a second year and beyond. Maryland was awarded $250 million in 2010 after a competition for the federal funds. At least half of that money must be distributed to participating local agencies. A U.S. Department of Education progress report released Tuesday credits Maryland with building capacity to implement “Race to the Top.” The report notes that the state had trouble hiring staff and that delayed several projects, but aggressive timelines for delayed projects are expected to allow the state to catch up.
