Next week Maryland lawmakers are expected back in Annapolis for the first of what may be two special sessions this year. Governor Martin O’Malley, earlier this month, discussed an initial mid-May session to address the $500 million in cuts outlined in last month’s approved doomsday budget- as well as a second special session later this summer to deal with gaming issues- specifically the idea to expand the state’s gaming laws. Many believe it was discussions over a bill that would have legalized table games and brought a sixth casino to Maryland that tied up efforts to pass a more acceptable financial plan at the end of the regular session. Any changes to the state’s gaming law would have to be ratified by voters. To get such a measure on the November ballot lawmakers would have to pass proposed changes by late August. Senate President Mike Miller, an outspoken advocate for expanded gambling, said there is growing support for the concept and the citizens should be given an opportunity to have their voice heard on the issue…
