State Delegate Bill Frick says Governor Larry Hogan's State of the State address last week was lacking a lot of what the Maryland’s middle class wanted to hear. The Montgomery County lawmaker says that while the Republican's speech was conciliatory toward Democrats, it didn't go where Frick would have wanted.
