State to Seek Indictment on NBCI Inmate

Allegany County States Attorney Mike Twigg announced Wednesday that the State will seek a Grand Jury indictment against North Branch Correctional Institute inmate Richard Crawford for the August 5th, 2013 assault on Correctional Officer Herbert Hilliard.  The investigation is on-going and additional charges against inmate Crawford are anticipated.  That announcement comes the day after the Maryland state workers union says it has formed a committee to suggest security improvements at the maximum-security North Branch Correctional Institution. The American Federation of State, County and Municipal Employees said Tuesday that a committee of nine workers will work with the prison warden and the state prison agency to develop recommendations for improving safety at the prison near Cumberland. Last weekeen union members met with state Public Safety and Correctional Services Secretary Gary Maynard to discuss safety concerns at NBCI.  AFSCME President Patrick Moran said the chief goal of the committee will be working toward establishing maximum security measures for the facility…
