Friday’s announcement that Maryland public schools Superintendent Lillian Lowery had stepped down to take another job came as a surprise to education administrators across the state. Allegany County School Superintendent David Cox told WCBC News that he had formed a strong relationship with Lowery, noting that just two weeks ago she took part in the local school convocation program at Fort Hill High School. Appointed as a replacement is Dr. Jack R. Smith as interim state superintendent. Smith will serve the remainder of Lowery's term, which ends June 30, 2016. Smith is currently the deputy state superintendent for teaching and learning, and chief academic officer at the Maryland State Department of Education.
