Summer Panhandling Activity On The Rise

Although a new law designed to help Allegany County law enforcement impose tighter controls on panhandlers officially went into effect last month- it doesn’t seem to have cut down on the number of people standing at intersections with signs soliciting money.  Panhandling seems to reach its height in the fall and winter holiday season, activity actually seems to be rising in the summer now as well.  Allegany County Sheriff Craig Robertson asked for the legislation last winter.  The law allows Allegany County to begin a permit program for roadside solicitations. The permits can only be issued for one calendar day per year.  Other counties have similar provisions, including Anne Arundel, Cecil, Frederick and Baltimore counties.  The sheriff said that fact that so many citizens felt harassed by the panhandlers is what brought the issue to a head and led to the new legislation…
